Which pokemon should I breed ninetales to learn hypnosis and energy ball at the same time?

Need help a lot. Tnx!
To Loo: tnx a lot dude. I already have a stantler because of my emerald version.So there’s no problem.

    The normal pokemon “Stantler” gives hypnosis and energy ball to a ninetales. This pokemon is obtained on route 207 via pokeradar and is only available in pokemon pearl.
